Does Wisconsin have a statewide portable restroom requirement for events?

No. Wisconsin sets no statewide event restroom ratio, so the requirement comes from the municipality issuing your special event permit.

This is the single most misunderstood point in Wisconsin event planning. Organizers frequently assume a state rule exists and size accordingly, then discover at permit review that their city either publishes its own binding table or leaves the number entirely to their judgment. Both outcomes require a different conversation with your supplier.

Which Wisconsin cities publish a binding toilet count table?

The City of Waukesha publishes the most detailed public table in our service area, in Municipal Code 6.18, keyed to both attendee count and event duration.

Most Wisconsin municipalities, including Milwaukee, take the other approach: the ordinance requires adequate facilities at the applicant's expense without specifying a count, leaving the number to the organizer and their supplier. That does not make the requirement softer. It means the burden of justifying the number falls on you at permit review.

Does the count use peak attendance or total attendance?

Waukesha counts attendees at any given time, not aggregate attendance across the event.

The distinction routinely changes an order by half. A street festival that sells 6,000 tickets across a ten-hour day but never holds more than 1,500 people at once is sized on 1,500. Confirm which figure your municipality uses before you book, because sizing an order on gate count when the ordinance means peak count is the most expensive avoidable mistake in event sanitation.

What if my city does not publish a table?

Use the Portable Sanitation Association International baseline: one standard portable restroom serves approximately 50 guests over an 8-hour period.

Then apply the modifiers that actually move the number. Add 10 to 20 percent when alcohol is served. Provide one hand-wash station per two restrooms. Include at least one ADA-accessible unit, and one per 20 standard units at scale. Events past 8 hours need either more units or a mid-event service visit. Weddings are commonly sized tighter, at one unit per 35 to 50 guests.

When do Wisconsin special event permit applications have to be filed?

Deadlines range from 20 days to 90 days before the event depending on the city and the venue.

Waukesha requires filing no less than 20 days and no more than 270 days before the event, with a $50 late fee under 45 days. Milwaukee requires 30 days, extended to 90 days for downtown events, also with a $50 late fee. Madison routes park events through the Parks Division and street-use events through a separate commission, with lead times that stretch considerably for Capitol Square dates. Book restrooms on the same timeline as the permit, not after approval.
